It is well-known that performance management is provided with the most core effect and is the most dominated measure which can realize the strategy object, so it is significance to bring the managers more and more attentions. The ideas and methods of the performance management is adopt in many enterprises, but many managers regard the performance management as the performance examine. The paper is analysis the performance management system of the Orient RF Company, and design a new performance management system based on the Balance Score Card which can provide the effective guarantee to obtain the strategy object.The paper is put forward the strategies which can promote the efficiency of the human resource management based on the analysis of the human resource management system. Then, we discuss the performance management system from the three facets, such as the measuring motive, measuring indexes and measuring result and we can realize the oneness and simple problem in the three facets.Base on the analysis of the performance measure system, we choose the KPI from the four facets in BSC, which are the finance, custom, operation flow and study. And we calculate the power of the performance indexes by the AHP. Then, we design the operation flows in the performance plan, performance measure practice, performance feedback and the use of the performance results.At last, the paper describes the several points in the process of the performance management system in practice. For example, in practice the system requires the performance management committee, and need to watch out the measure periods and main bodies, and need to attach importance to the performance communication in the process of the performance management. Furthermore, we propose that the company need to consummate the performancemanagement policy and to train the employees in order to guarantee the system practice , and finally the company figure the enterprise culture oriented by the performance.
