As a opening commonality area, the Yangtse river normal function has been disturbed and infracted by various social manufacture and living activities. Therefore, the article do some optimistic theory study for the Yangtse administration agency to bring the marketing strategy into effect directed by the marketing theory, whose main goal is to influence and change the targeted people's behavior towards the Yangtse river so that ensure the administration method on the Yangtse river course being effectively.Firstly, the article analyse the difficulties during the process of managing the Yangtse rivers and put forward the Yangtse administration agency importing the marketing theory as a new thought and method for governing the Yangtse river effectively. Then the article give an explanation including the way of research, the content of research and the theory basis of the research to the Yangtse river administration agency's marketing strategy.Secondly, the article investigate the sand excavator and the resident along the river's social behaviors towards the Yangtse river on which emphasis the sand excavator behavior's operation mechanism and the mode formed by the resident to the river protecting attitude and activity. All these can consider being as the market basis on which the marketing strategy be given accordingly.Thirdly, according to the character of the river course and its management, the article analyze the marketing strategy characteristic of the Yangtse river administration agency and design the marketing products, then construct the mode for the Yangtse river administration agency to carry the marketing strategy into execution.At last, by the marketing thought and the operation process, the article gives out positioning design of the institution's marketing products and goes deeply into the investigation including the policy and bylaw products, concept and practice products, the effective way for the image of the institution and the resource products spreading abroad.
