| Since the reform and opening up,China has made remarkable achievements in poverty alleviation and development.With the goal of fully building a well-to-do society by 2020,poverty alleviation has reached the sprint stage of hard-nosed and aggressive construction.In the new stage,the central government has repeatedly introduced policies to integrate poverty alleviation resources for poverty alleviation throughout the village.The purpose is to concentrate the poverty alleviation resources and poverty alleviation funds affiliated to different departments in the past and change the "point development,point development" to "consecutive development,contiguous development".By concentrating on “strength” to accomplish major events,we can effectively guarantee the effectiveness of poverty alleviation.In the context of accurate poverty alleviation throughout the village,are relevant policies playing a role in poverty-stricken areas? How effective is the input? This requires the construction of an evaluation index system to evaluate the village's precision poverty alleviation.At the same time,in the process of evaluation,we cannot use only macro data for evaluation,and we need to incorporate indicators such as perception and satisfaction of the poor into performance appraisal.Therefore,this paper combines qualitative and quantitative methods and uses methods such as analytic hierarchy process and fuzzy comprehensive evaluation to explore useful experiences in the whole village's accurate poverty alleviation performance evaluation.And then,taking an empirical study of Liubang Village in Qichun County,Hubei Province as an example,the actual effect of the evaluation index system constructed was examined.This article conducts research according to theoretical analysis,construction of evaluation index system,empirical research,and research feedback.Based on the study of relevant concepts and theories of the performance evaluation of precision poverty alleviation in the whole village,the relevant policy literature was combed.An indicator database containing 62 indicators was compiled.Using the method of index membership analysis,31 indicators with higher degrees of membership were selected to form the third indicator of the evaluation index system.According to the type of indicators,the entire village accurate poverty alleviation performance evaluation system including three first-level indicators and eight second-level indicators was established using the analytic hierarchy process,and a consistency check was conducted.At the same time,the Delphi method was used to determine the weight of its indicators.The results of the weights indicate that the economic indicators in the first-level indicators and the second-level indicators have the highest weight in the status of economic development,indicating that these indicators have a more significant impact on the evaluation of the village-wide poverty alleviation policies.On this basis,the fuzzy comprehensive evaluation method was combined with the analytic hierarchy process to evaluate the performance of precision poverty alleviation in the whole village of Liubang Village,Qichun County,Hubei Province.The empirical study found that the poverty alleviation work in the village has achieved good results with a score of 60.32,which is in the good(60-80)evaluation interval.According to the scores of specific indicators,It has been found that the village's industrial poverty alleviation,education poverty alleviation,infrastructure construction and other aspects have achieved good results and basically met their policy expectations,but all have varying degrees of deficiencies and deficiencies.Finally,proceeding from the empirical research process and results,the test evaluation index system basically embodies the construction principles in terms of evaluation methods,evaluation indicators,and data collection,which ensures the rationality and objectivity of the evaluation results,but also finds some insufficiencies.,put forward the outlook. |
