This paper tries to apply a theory of balanced scorecard, which realized outstanding achievements in business, to performance management in NPO. Innovations as following: Firstly, according to the characteristic of NPO performance management, when the classical model of balanced scorecard is applied to NPO performance management, it is necessary to converse the four dimensionalities to fit the object. Secondly, based on the conversion of four dimensionalities in the classical balanced scorecard model, detailed evaluation indexes are established. Thirdly, under the background of informationization, NPO tried to carry on performance management by balanced scorecard.In consideration of few data in this area herein, through collecting lots of theory and literature data about performance evaluation in human resources management, combining with the relevant theories, such as strategic management and organizational behavior, and taking balanced scorecard as central theory, the research is in order to improving the key link of government's performance management.This text totally is divided into four parts.Part one: introduction. It proposes a question, discusses the theory background of the topic, and then introduces meaning of practice, research methods and frame of the article.Part two: summary about NPO performance management and relevant theory about balanced scorecard. First of all, for vague idea would affect the research, the concept and content of performance management should be concluded and summarized. Thereafter, there is a part to discuss relevant theory of performance management, of which the last section mainly expounds balanced scorecard.Part three: model design of the balanced scorecard in NPO and analysis of relevant dimensionality. Because of multiformity, when designed the balanced scorecard model, idiographic indexes should be avoided.Part four: balanced scorecard's application strategy and matters of NPO performance management in China under the background of informationization.
