The power industry serves as an important foundation for the development of national economy and a driving momentum for the sustaining evolution of a country. With the innovation in power system and development of social economy, the power industry is confronted with many new problems, including those aroused by collectivizing operation and those brought by performance evaluation. The deficiency in strategic execution is an universal problem in Chinese enterprises and the short-term behavior in management and administration is another serious issue. The similar problems exist in the power industry of a transforming environment. Therefore, how to conduct an effective administration in terms of strategic execution and improve the competitiveness of the power industry, so as to create the larger enterprise value and social benefits, is the issue this thesis tries to solve.This thesis is divided into five parts. The first part is an introduction, expressing the origin and the significance of the study. And the literature review shows the research achievements of experts at home and abroad about the Balanced Scorecard and its application in enterprises. The second part is an explanation of the issue, focusing on the problems exists in the present power industry in terms of strategic execution, management and administration. The third part is a theoretical analysis on the strategic management related to the above problems and the theories of the Balanced Scorecard. The fourth part is a suggestion on practice. By integrating the actual situation in X Power Cooperation, a model of the Balanced Scorecard applied to the power industry is established. The fifth part is a general conclusion on the significance of the thesis and that of the deficiency as well.
