Our country is a country with big agriculture; the farmer problem is always the basic problem of our country. The emergence of the agriculture surplus labor force is an inevitable phenomenon in developing countries in the process of development, which is closely related to the dualistic economic structure. The unified purchasing of farm produce by the state according to fixed quotes is refers surpasses the labor force which the rural economy activity needs. The agriculture surplus labor force transfer is a realization in the eliminating process of the dualistic economic structure. The two processes mentioned above are synchronous, interacting and concomitant.The agriculture surplus labor force transfer is an overall problem within our country's national economy development.
