A Study On The Effect Of Labor Transfer On The Transfer Of Agricultural Land

With the development of China's economy,the scale of urban transfer of rural labor in China is also increasing,but only a small part of the rural labor force has truly realized the transfer.Under the background of the current rural social security system and the lack and imperfection of the agricultural land transfer market,agricultural land as the final guarantee system,farmers' willingness to transfer farmland is low,unable to exert the value of their"sleeping capital",urban transfer of rural labor Lack of financial support.Land-related rights and the extension of the second-round land contracting system and other related agricultural land policies will help to further promote the transfer of agricultural land and provide financial support for the transfer of rural labor.Therefore,to study the transfer effect of agricultural land transfer on rural labor,it is of great significance to analyze the mechanism of agricultural land transfer affecting rural labor transfer under the current agricultural land system.According to the relevant research review,the impact of agricultural land transfer on mral labor transfer is mostly based on micro-level analysis.The analysis results show that agricultural land transfer has a positive driving effect on rural labor transfer.So can the research conclusions based on microdata be supported by macro data?Based on the macro perspective,this paper first analyzes the current situation of farmland transfer and rural labor transfer in China,and finds that:(1)the current system of farmland transfer in China is not perfect,and the scale of farmland transfer is small.The mode of farmland transfer is still mainly rental and transfer,and the scale of farmland transfer to the main body of new agricultural management is small.(1)The proportion of migrant workers working out of the country in the total number of migrant workers is decreasing,and the proportion of migrant workers in the local areas is rising,but the transfer of rural labor force is still out of the work.On the basis of this,the effect of rural labor force transfer is analyzed by constructing the fixed effect model,the effect of agricultural land transfer on the local transfer of rural labor force and the effect of non-local transfer.(2)The local transfer and non-local transfer of rural labor force.The migration has a positive promoting effect,but the positive promoting effect on the local transfer of rural labor force is more obvious.(3)the transfer effect of rural labor force in different regions is different,and the transfer of rural labor force in Northeast China has a significant effect on promoting the transfer of rural labor force.However,the promoting effect of agricultural land transfer on rural labor transfer in central and western China and Northeast China has not passed the significant level.Finally,according to the results of the study,this paper puts forward:(1)further improve the farmland transfer system,give full play to the role of the relevant government departments,and construct a perfect network information service platform and compensation mechanism for farmland transfer;(2)construct a reasonable farmland transfer system.The benefit distribution mechanism wakes up the "sleeping capital" of rural collective land;(3)to further improve the rural social security system,increase the deepening reform of the household registration system,solve the worries about the transfer of rural labor force,and weaken the social security functions such as old-age care and unemployment assumed by agricultural land;(4)encourage the development and construction of township enterprises and improve the absorptive capacity of township enterprises to rural labor force;(5)increase the investment in education in rural areas,especially in the western region.In order to better promote the rural labor force "leave the soil and leave the country",promote the integrated development of urban and rural areas.
