Now in our informational society, with the growth of knowledge based economics, the model of company competition in the Industry times can not adapt the trend of development. The competition among companies have extended in the different areas and strengthened in the different periods. The company must have the competition advantage in order to obtain the continual and stable development. The company must have the strategic foresight to obtain the competition advantage. The company attaches importance on the inside factors on the one hand, and the outside factors on the other hand. And the company must put the importance on the material capital and also the human resource capital.After China entered WTO, the company faces much competition. But in our country, the Human Resource Management in the company stays at Staff Management period, and it has not reached the requirement of the Strategic Human Resource Management (SHRM). So the company must use the Strategic Human Resource Management to compete with the international companies. In the same time, using the performance management, the appraisal of company business performance can not limit to the financial performance, but also the factors of the company stable development in the future. In this situation, the company needs the institution of organizational communication, and carrying out the stratagem. In this way, the company can innovate to obtain the competition advantage. The Balanced Scorecard(BSC) provides the company with the tool of performance appraisal. The first Balanced Scorecard (BSC) emphasizes bringing the non-financial performance index into the performance appraisal system. After the development of ten years, the Balanced Scorecard(BSC) becomes the strategic management model.This article used the criterion research and case study.
