The focus of the human resource management within an organization has been raised from administrative execution to the altitude of entering the organization strategy. It has become a theory and a practical topic to be solved urgently how to break through the traditional mode that the result of human resource activity is usually evaluated indirectly by the management achievement of the enterprise or the achievement of human resource department is evaluated by the promotion of the people's quality in the organization.This paper refines the enterprise human resource management strategy to concrete performance target from the view of the strategic human resources management (SHRM). It has analyzed the key factors that affect human resource department achievement and has proposed the specific performance indicators of the human resource department, and therefore has constructed the achievements appraisal system for the department and has provided the new mentality and the new pattern for the improvement of the human resource department achievement management.First, this paper has sorted the connotation, the characteristic and the function of the SHRM, and has stated the three angles of view and the analysis of the two kinds of theoretical view which SHRM studies. It has also reviewed the trend and the latest progress that are studied in the human resource department performance evaluation.Next, before constructing the human resource department performance evaluation system under the SHRM angle of view, the paper has made a feasibility analysis to the construction of the system under the SHRM angle of view. It has explained the design principle of the system, and has, according to SHRM related theory, deduced two appraisal aspects of the system--the staff competency and the function fulfillment of the human resource department.Third, combining the human resource multi-role mode analysis, the article has sorted out the key factors of the strategic level and the business level under the two aspects which influence human resource department performance. It has also abstracted specific performance indicators of the department through the literature analysis and questionnaire methods. It has explained in detail their connotation and has constructed the human resource department performance evaluation system in the enterprise under the SHRM view of angle.Finally, it has provided the processes, methods and steps of the system's AHP indexes weights, qualitative index quantification by fuzzy comprehensive evaluation method, quantitative indices dimensionless by efficacy coefficient method. It has given each partial performance index scores and total score calculation method. This paper has, with the evaluation system, evaluated the performance of an example, the Northeast Special Steel Group Fu shun Special Steel Limited Liability Company human resources department.
