The Research Of The Reposition Of Urban Land And Development Plan In Yancheng City

Set up the reposition system of urban land is the great change of land system after our country practicing the rule of paying for land use in the end of 80's in 20 centuries. The establishment of the reposition system of the urban land is a good creation of the national urban land use, which is an objective requisite in the reform of the national urban land use. It has positive effect upon the sound development of land market and promoting optimal allocation. At present, more than 80 cities have built up the reposition system of urban land, this plays an important role in government's macro adjustment of urban land market, increment of the state-owned land, prompt the reform of the state-owned enterprises and speed city construction. But because of our country practicing reposition system of urban land is not long, the theories and related law are still lack, and there is so far no mature experience available, the reposition system of urban land met some problems on the course of running. Compare with the reposition of urban land, land reposition planning severely lags behind. most cities still did not draw up the reposition planning of the land, let alone guide the city reposition of urban land.As a result, in most cities the running of the reposition system of urban land lacks plan and system, and linking up with the city planning and the overall plan of their land use is not close, this takes a great threat to the sustainable and healthy development of the city's land market.In this paper, the author is discussing and researching the land reposition problem. First this paper analyzes the current three kinds operation modes of the reposition system of urban land, after introducing the reposition system of urban land. Then, combined with the city general planning and the overall plan of land use, the author introduces the layout of construction land in Yancheng, and studies some key problems of the scope, quantity, timing and the fund management of reposition land. Based on this, the author puts forward some concrete measures and suggestion of policy.
