China is the largest producer and exporter of textiles and clothing in the world. The industry of textiles and clothing plays a key role in China's national economy. The abolishment of quota on Jan. 1, 2005 presents a significant opportunity for China's export of textiles and clothing. However, it also brings about a more fierce competition, and, with rapid growth of China's export, the relative importers will certainly turn on other trade barriers to protect their own domestic industry. Therefore, it is significant to have a correct judgment of the situation confronted with China's export of textiles and clothing during the post-quota period, to make a penetrating analysis of the new trade barriers, and to work out the countermeasures of China.The paper begins with the present condition of China's textiles and clothing industry, and reviews the historical development of quota in the international trade of textiles and clothing, which lays a foundation and provides necessary background material for the research. Based on the analysis of competitive power of China's textiles and clothing industry, it can be concluded that once quota is abolished, China's export of the industry will see a rapid growth, which will make the relative importers turn on other protective measures. Through the comparative research of the new trade barriers with quota, the author holds that the new barriers are more legal and more covert, in addition, the potential loss caused by them will not be less, even more. And then, several major new trade barriers are closely researched, mainly in the respects of law, implementation and economic effects. At the end, several suggestions about China's countermeasures are made.
