Jiangsu province is one of the largest producers of textiles and clothing in China, when China is the biggest producer and exporter of textiles and clothing in the world. The industry of textiles and clothing plays a key role in China's national economy. The abolishment of quota on Jan. 1, 2005 presents a significant opportunity for China's export of textiles and clothing. However, it also brings about a more fierce competition, and, with rapid growth of China's export, the relative importers will certainly turn on other trade barriers to protect their own domestic industry. Therefore, it is significant to have a correct judgment of the situation confronted with Jiangsu's export of textiles and clothing during the post-quota period, to make a penetrating analysis of the new trade barriers, and to work out the countermeasures of Jiangsu province.The paper initially analyzes the market competition of the textiles and clothing industry in the"post-quota period". It holds that the cancellation of quota will have a great impact on the textiles and clothing industry of Jiangsu and China, Firstly, the global market for textiles and clothing will be segmented and the international competition shall be much intensified.Secondly, although the export of textiles products from Jiangsu or China will continuously increase, the price will drop, thus the textiles and clothing industry will have less profit margin. Besides, the textiles and clothing industry of Jiangsu and China will be confronted with technical barriers, green barriers, anti-dumping and the limitation of textiles products made by European and American countries.The paper fully absorbs the results of research at home and abroad, and combines the realistic of Jiangsu province, and uses the methods of SWOT to analyze the strength, the weakness, the opportunity, and the threat of the textiles and clothing industry in Jiangsu. Based on the analysis of the above issues, this paper, focusing on such two aspects as industrial upgrading and the rationalization of industrial organization, further expounds ways to promote the competitiveness of Jiangsu textiles and clothing industry in the "post-quota period", which points out that there are still many things for us to do in order to enhance the competitiveness of Jiangsu textiles and clothing industry in the "post-quota period". The fundamental way lies in the industrial upgrading. The key point is to strengthen technologic innovation and increase the added value of the products. It is an important strategy to cultivate international industrial concentration. It is a must way to carry out the brand-strategy. Implementing the "stepping out" strategy is an effective way. The foothold is to optimize the management and emphasize the development of labor resources. Avoiding disordered competition is on the priority list. And improving the pre-warning system and positively dealing with the trade friction are also the necessary measures.
