China's Textile And Garment Quota Era. Development Strategy,

Textiles and clothing industry is of comparative advantage in China. This industry has made a progress, especially after China's entry into WTO. January 1^st, 2005 is the new era for the textiles and clothing trade all over the world because of the expiration of Agreement on Textiles and Clothing (ATC). But with the textiles and clothing bursting into other countries, especially the United States and the European Union, these countries are limiting the textiles and clothing imports from China with the Transitional Safeguard Measures (TSM).This article first explains what the Transitional Safeguard Measures are concerning Chinese textiles and clothing and the impact on the Chinese textiles and clothing by the TSM. Then some domestic reasons and overseas reasons are listed to explain why Chinese textiles and clothing are apt to being limited. And in this article the influences the TSM have on China and other countries are also analyzed. In the last chapter, some advices are given to help the textiles and clothing industry to avoid TSM and how to upgrade the industrial structure.
