With the arrival of ages of knowledge economy, the working contents tend towards knowledgeable, the structure of organization tends towards flexible, the boundary of responsibility tends towards vague. These transformations result in the inherent defects of current human resource management model. So it is necessary that developing a new human resource management model. The enterprise needs to examine the core competitiveness from a new angle, and builds the human resource management model on the basis of competence. The application of competence theory in human resource changes the traditional mode of human resource management which is on the basis of the relatively fixed jobs, could adapt the variety of the management environment.After the concept of competence model is come up with, the related research and application is mainly focused on managements. In some high-tech enterprises, for example, the R&D enterprise, the core competitiveness should be reflected in the R&D workers, but their research work is ignored to some degree. Based on this point, the thesis aims at assisting managers to well understand the competence of the R&D workers, which will be served as the reference for the enterprise's recruitment and employee training, etc.First, this thesis discusses the research course of the competence theory, summarizes the content of the competence and the competence characteristics of the domestic and the foreign research. Then, it links the characteristics of the R&D worker, puts in the double-path management model of the R&D worker based on the competence theory including the two management paths-the embedment and the transformation, discusses the relationship between the double-path management functions (the human resource planning, recruitment, training, performance management and payment) and the management model, explores that how to choose the management path to combine with the management function to manage the R&D workers. In the third part, the thesis refers the generic competence elements of the technical worker, combining features of R&D workers, builds the evaluation index of the competence for the R&D worker ,such as the specialized knowledge and technology, the personal quality, the management capability, the self-management and development and the teamwork.
