Since mid and last 1990's,the economical globalization has rapidly developed. The Reform and open policy has made China grasp the opportunities of the rapid development of global foreign direct investment , and speeding up of international industry transformation. The 3-capital industry refers to industrial Joint Ventures, Cooperatives Enterprises and Enterprises Exclusively Funded. in China. As far as Hubei Province is concerned, since the reform and open policy has been carried on, especially last 10 years, Hubei has continuously expanded the pattern of opening to the outside world, so the total enter sum of FDI has continuously increased, the distribution structure of foreign capital has been improved step by step, and the foreign investment enterprises have greatly developed.After 20 years' development, especially last 10 years, the 3-capital industry has greatly developed, and the total economy quantities of it has increased day by day, the economic potentiality has been greatly strengthened. Thus the 3-capital industry has already become the important prop of development of Hubei's industrial economy and export-oriented economy, and important strength which push Hubei's national economy into continuous, fast and healthy development. Thus,we must study thoroughly the development course and present situation of the 3-capital industry, and discuss problems existed, all above has vital significance on many aspects, such as displaying Hubei's comparison superiority, speeding up the step of introducing foreign capital, integrating the industrial development into the global value chain and upgrading the industry, solving the contradictions and problems taking place during the operation of economy in deep level, enhancing the energy and stamina of continuous and rapid economic growth, building competitive advantages in the wave of globalization, leading to regional economic prosperity, and so on.This paper combines the standard research and empirical research, and combines qualitative analysis with quantitative analysis.
