The Study On Present Situations And Countermeasures Of Heilongjiang's Utilization Of FDI Of South Korea

The trade between China and South Korea has been developed rapidly since 1992, and the amount of FDI of South Korea invested to China has also got great promotion. FDI of South Korea, exerting a great influence on raising construction funds, increasing tax, expand employment, improving people's living standard in Heilongjiang province, plays an important role in the economic development of Heilongjiang. Whereas, there exist many problems that cannot be ignored in the utilization of FDI of South Korea. If these problems can not be realized and resolved,the utilization performance of FDI of South Korea will be affected, and the economic stability and sustainable development of Heilongjiang will be damaged. Facing the challenges and opportunities of China's entry into WTO, the economical behaviors of South Korea must be studied, strategies of attracting capitals must be adjusted, investment environment must be improved, and the structure of utilization of FDI must be regulated to insure economic stability and sustainable development.This thesis firstly illustrates some theories related to FDI including investment abroad theory, attracting FDI theory and factors affecting FDI theory, which lays theoretical foundations for the further study. Then, this thesis introduces the history of the development of Heilongjiang's utilization of FDI of South Korea, and describes the development trend, scale and industrial and regional distribution of the utilization of FDI of South Korea. It also analyzes the motivations and effects of utilizing FDI, and summarizes the internal and external factors which affect Heilongjiang's utilization of FDI of South Korea. Based on the analysis above, this thesis finds out the problems of utilization of FDI of South Korea, including the small scale of attracting capitals, the singularity of mode of attracting capitals, illogicality of structure, small amount of investment, bad effect of acquisition of technology etc., and examines the reasons which result in these problems from respects of consciousness, system and environment.
