Research On The Matching Policy Of The Innovation System In Regional Clusters

Along with the development of economic globalization, industrial cluster has become a main form of regional industrial innovation and a main measure for improving its core competitiveness. Above all, the well-functioning of industrial cluster calls for matching policy, which should be designed according to the specialties of different clusters. Research on regional clusters'matching policy has become hot points and focuses for more and more scholars. Esp. in such developed countries as EU, USA and so on, it is on the way to maturity. But, for its short history in China, study on its matching policy is just at the starting point, without enough attention. This paper studies the matching policy in Hi-tech parks in Guangdong province through comparisons among regional clusters'innovation system throughout the world.It begins with a simple introduction of the evolving course of clusters, ananlyzes their characteristics, sets forth the relevant theories of cluster and its policy, and gives theoretical distinctions on relevant concepts such as regional innovative clusters and so on. The main parts abstract common policies and individual experiences of the matching policies in existing clusters, through the international comparisons among clusters in EU, USA, Taiwan, Beijing and Shanghai. Then, I make a demonstrative study on the Hi-tech parks in Shenzhen, Guangzhou and Zhongshan. From the analysis of their status in quo, I points out the problems and make suggestions correspondingly such as strengthening intellectual cultivation and promotion, osculating cooperations among industry, college, research and gov, setting up and perfecting venture capital mechanism, fostering new economy and so on. Based on the above two and regional features of Guangdong province, combining various policy instruments, I build the matching policy framework and list the concrete manipulation measures. My achievements will serve as theoretical references, containing dual connotations with instructive meanings both in theory and in practice.
