Research On The Regional Independent Innovation In Cluster Way

Since human society entered the 21th century, the development of science and technology has changed dramatically, the wave of globalization is surging forward. The rapid flow of production factors in the world urged the industrial clusters in one region to be the main motivation which develops the economy and undertakes the promotion of industrial structures. It has become the focus of attention how to use the innovative resource effectively and serve the development of industrial clusters in the regions, to make it bring more economic and social benefits. In recent years, the theoretical results received from the researches of regional innovation and cluster innovation are quite rich in the academic fields of regional economy and management, however, the investigations which combine them together and discuss the question in details are seldom can be searched, there is no coherent theoretical guidance in this field. So it is necessary to answer this question to expedite the innovation, optimize the innovative resources and enhance the capacity of the regional industry cluster innovation.Above these purposes, this dissertation discusses these contents: the structure of regional and cluster independent innovation system, the ability of independent innovation, the cooperation mechanism and the policy system by using the means which combine the theoretical research and empirical study, the qualitative and quantitative research, and the research methods of statistics, mathematical models and case study. In addition, it tries to provide references to build and improve the regional and cluster independent innovation system through using the regional innovation clusters in Anhui Province as a study case. The main research and innovative results are as follows:(1)Through the literature reviews, this dissertation represents the relative concepts, basic features and elements of regional innovation and cluster innovation, and builds the regional and cluster independent innovation system on the bases of these theories, as well discusses the elements——technique innovation system, knowledge innovation system, technological achievement transformation system, technological personnel support system, investment and financing system, technological innovation service system and environmental support system. Also, the dissertation discusses on their interactive mechanism: the dynamic mechanism, restricting mechanism and sharing mechanism.(2)The dissertation defines the independent innovation ability of regional clusters, divides it into five parts: the self-development ability of clusters, the ability of innovative investment, the ability of transformation, the ability of environmental support and the ability of innovative output, also research the relationship between independent innovation ability of regional clusters and the development of regions.(3)The dissertation researches the dynamic mechanism of innovative investment and cooperation of enterprises in the system, and studies on the game analysis of the cooperation between enterprises. On this basis, the dissertation combines the extent of technological innovation corporation and the market competition, makes a matrix analysis on the features of technological innovation cooperation between cluster enterprises and the concept of promoting technological innovation cooperation.(4)The dissertation studies on the policy elements of the regional and cluster independent innovation system, including the innovative investment policy, taxation and financial policies, the innovative talent policy, the transformation policy, the government procurement policies, and the technology services policy. And using the link of regional and cluster independent innovation as a vector, the dissertation explains the mechanism of each policy.(5)The dissertation studies on the regional and cluster independent innovation in Anhui Province, and makes an evaluation of innovative ability from the innovative ability of leading industries, cluster innovation results, innovation transformation, innovative knowledge output and regional input of R&D, based on which the dissertation proposes relative measures to improve the ability of independent innovation.The above study results enriches the research achievement in the field of regional and cluster innovation, and it gives guidance to the innovative activities of regional clusters in practice, also gives references to regional government sectors for innovative policies making.
