Research On Regional Innovation System Based On Industrial Cluster

With the more rapid development of globalization and more fierce competition, innovation has become the pivotal factor which scales the competition of a region, even a nation. Seeing about the history of the world economy's development, it finds that the excellent region is the one which has frequent innovation activity. With the progress of the research, people find that the region is fitter than the nation to be the entity of the innovation system. Regional innovation system is an effective mode of resource station, which is different from National innovation system. It emphasizes the cooperation in region, the best mode among the knowledge, technology, system, capital, commodity and the human resource. In the Regional Innovation system the industrial clusters play an important part .It has been proved that the RIS usually founded in the regions having many industrial clusters. Industry cluster analysis and RIS analysis are two focuses of nowadays district competition ability research. Because of the beginning of the research of the RIS based on industrial clusters in our country, it is important to build an index system for evaluation regional innovation ability and comparison of different districts. It provides basis for implement national innovation engineering.Firstly, this paper summarized the situation of study on regional innovation system and industrial cluster. Secondly, on the basis of the theory of innovation, it analyses the relation between regional innovation system and industrial cluster, defines industrial cluster the central position in RIS. It also founds the evaluation index system of regional innovation ability which is based on industrial cluster. Thirdly, on the large masses of data, using principal component analysis technique and SPSS11.5 software, this paper scores, classifies and sequences regional innovation ability for 14 provinces in China. At last the paper starts with a view to positive analysis of Shan dong province, find the advantage and the disadvantage in the development, and show that industrial cluster based regional innovation ability is the effective impetus to promote district economy development. It puts forward suggestions to the corresponding policies so as to promote the healthy development of local economy.
