This dissertation is mainly concerned with the problems of sewage establishments project management in oil tanks area, basing on the"economical, reasonable, high qualities, efficiencies"principles, using the new project management theory and method for reference. This thesis also conducts realistic thinking and theoretical analysis and figures outs the cause of the failure of the project: the improper strategy of design the product and incomplete management of cost and investment. The anticipated profit from improving the quality of the project cann't offset the increased cost. The thesis also expounds the main reasons of losing control of cost in the implementing of the project and indicates that the insufficient control of economic efficiency is the most important factor to influence the economy of the project. The thesis intend to use the related theory and date management model to improve the scientific effect of the investment management and cost management. Also the thesis originally expounds the practical implementing of the investment management in real estate project.This case will be meaningful in either theoretical or practical use of project management.
