In accordance with the FDI of the 16 regions in the Yangtze River Delta from 1990 to 2005, this paper makes positive and normative analysis from multiple perspectives of both time and space. As one of the three Economy Zones in China, the Yangtze River Delta is taking up with the objective of Global Base of Manufacture and has been the highland of FDI in China. The real amount of FDI in the 16 regions comes to 28.87 billion dollars, taking up 45.7% of the corresponding amount in the whole country.Firstly, we make analysis on the amount of the FDI in the 16 regions from the perspective of time and plot the period of 16 years into 5 stages in accordance with the amount and the fluctuation of growth rate as follows: the first stage (1990-1993) is the initiating stage with high speed, the second (1994-1997) the stage of steady adjust, the third (1998-2000) the stage of standing decline, the forth (2001-2003) the stage of ceasing dropping and rebounding, the fifth (2004-) the stage of descending with low speed.Secondly, we, according to the scale of amount of FDI, divine the 16 regions into 5 plates as follows: the first one Shanghai and Hangzhou with more than 20 billion dollars; the second one Wuxi, Ningbo and Nanjing with the amount between 10 and 20 billion dollars; the third one Hangzhou, Changzhou, Nantong and Zhenjiang with the...
