The reform of state-owned enterprises has been paid much attention for many years. In our country, great efforts and trials have been made since 1970s. It could be divided into four milestones during this period. In this article, it begins with the various state-owned enterprises reform, sums up the important measures and good effects, compares the methods and experiences in developing countries and developed countries and draws inspiration to get new trains of thoughts. The article makes a systematic study of the state-owned enterprises reform since the foundation of state-owned capitals supervision commission in State Council and local provinces.The focal points of this article are as follows: in Tianjin, the state-owned enterprises reform and state-owned economics have entered into a newer level. Therefore there are both opportunities and challenges. The contents in this article include the current situation analysis, comparison of advantages and disadvantages, strategy research and prospects for the future etc. Under the situation of setting up the northern economic center and Bohai Rim economic circle, the author explains the work methods and measures combining Tianjin current situation with the personal working experiences of state-owned capitals supervision.The creative points in the articles are as follows: it sours out a great deal of references materials, looks back on the courses of the state-owned enterprises reform and compares the experiences of state-owned enterprises reform at home and overseas. Combining Tianjin development situation with personal working practice, the author puts forward the standards and requirements of Tianjin state-owned capital supervision system reform, raises the proposal and suggestion of deepening the state-owned enterprise reform and prompting the development of state economics.
