Research On The Innovation Of Supervision System Of Competitive Commercial State-owned Enterprises

With the continuous deepening of the mixed-ownership reform of state-owned enterprises,in order to improve the pertinence of the reform,the effectiveness of supervision and the scientificalness of assessment and evaluation,in 2015,the CPC central committee and the state council promulgated the guiding opinions on deepening the classified reform of state-owned enterprises.The document classifies state-owned enterprises into three types according to their different functions: competitive commercial type,monopolistic commercial type and public welfare type.However,with the continuous growth of state-owned enterprises,the management efficiency is reduced,internal control,formalism and other problems,and the supervision function of the supervision system is difficult to maintain the complicated business activities of state-owned enterprises.Therefore,it is of great theoretical and practical significance for the future healthy development of state-owned enterprises and the preservation and appreciation of state-owned assets to study and discuss how to innovate the existing supervision system of competitive commercial state-owned enterprises,as the backbone of state-owned enterprises.In this paper,a typical case of competitive commercial state-owned enterprises,jiadian shares,is selected as the entry point for in-depth research.Firstly,the paper reviews the domestic and foreign literatures on the supervision system of state-owned enterprises,competitive commercial state-owned enterprises and state-owned enterprises.Secondly,it explains the relevant theoretical system of competitive commercial state-owned enterprises,and on the basis of principal-agent theory,incentive and constraint theory,and information asymmetry theory,combs out the current supervision system of state-owned enterprises.Finally,through the analysis of the financial fraud case of jiadian shares exposed the competitive commercial state-owned enterprises in the existence of the supervision system,put forward countermeasures and Suggestions.Based on the analysis summary,from many Angle to elaborate how to carry on the innovation to the existing competitive state-owned enterprise supervision system,including perfecting governance structure,strengthen the supervision over the information disclosure and supervision by public opinion,strengthening the party organization of the role,promoting managers professionalization process,internal and external supervision department coordinated cooperation,improve the quality of certified public accountants audit,strengthen the supervision of the state-owned assets supervision and administration functions and perfect the relevant laws and regulations,etc.Countermeasures and Suggestions.These Suggestions will help to strengthen the supervision and management of competitive commercial state-owned enterprises and provide reference for improving the supervision system of these state-owned enterprises.
