China's 84,000 reservoirs represent great potentials of development. To give full swing to the overall benefits of water projects, the Ministry of Water Resources considers water conservancy recreation, water supply and power generation as the 3 major components of water conservancy economy. Now there are 234 national water conservancy scenic spots in the whole country, and there will be about 500 by 2010.Since recreational activities were incorporated into the Xiaolangdi Multipurpose Dam in 2001, plentiful exploration and practicing have been done in the respect of water conservancy scenic spot development, management and operation, and experience has been obtained in water conservancy scenic spot operation and management. However, it is necessary for water conservancy workers and recreation operators to provide new answers to some questions: how to properly make off and put together the goal of recreational activities with the objective of water conservancy projects in practice? what are the effective management modes and systems for recreational operations in very large trans-provincial water conservancy projects? What are the major problems of water conservancy scenic spot management?This paper briefs the typical modes and experience of scenic spot development and management at home and broad, defines the Xiaolangdi Scenic Spot as a resources preservation-oriented scenery in consideration of the available recreational resources and development conditions, sets the goal of development as Xiaolangdi of the Yellow River, Xiaolangdi of China, Xiaolangdi of the world, an ecological garden of the cities in the surroundings, and a facility for educating in science and patriotism, and proposes to develop the Xiaolangdi Scenic Spot into a resort oriented to sightseeing, leisure,...
