Recreational fishery is not only the expansion of fishery function, but also one of the forms of urban-rural integration development industry. It is significant for the transformation and upgrade of fisheries, income increase of fishermen and development of fishery zone. It offers sustained positive energy for marine economy, construction of spiritual civilization, ecological civilization in China. Recreational fishery in China is in a critical period of development and transformation. It is necessary to perform detailed analysis of the industry performance and seek for policies and measures to improve the economic performance. In addition, recreational fishery connects environment, people, nature, social development and fishery economic production, etc. It is a good way of upgrading traditional fishery production technology to diversification. And to achieve modernization production, humanized service. So recreational fishery is the evolutional direction of modern fishery.In this study, international and domestic recreational fishery management policy are analyzed in a comparative way. Also it conducts PESTEL analysis model to approach on political factors, economic factors, social factors, technological factors, environmental factors and legal factors of recreational fishery in Shanghai based on the theory of fishery development. And then approach those factors into the SWOT analysis model, to determine the direction of development. In the end, the strategy for recreational fishery development in Shanghai are put forward.The first part of this article elaborated on the overall development background, research significance, research methods, technical route, and problems of recreational fishery in Shanghai. At present, fishery in Shanghai faces recession, industrial structure transformation and expansion of consumer demand, etc. With residents’ consumption ability increase, speed up of life pace, and life pressure increasing, the demand for leisure entertainment and great potential of leisure consumption market appear. However, the recreational fisheries in the Shanghai area still develops smoothly and slowly, which doesn’t fit the international metropolis and national economic center image. For recreational fishery studies, they are mainly concentrated in the domestic and foreign related management policies and regulations, brand positioning research fishery culture research or a specific area. The comprehensive management and development study of recreational fishery in shanghai is rare.Article in the second part expounds the theoretical basis of research, which includes basic theory and the theoretical basis of recreational fishery itself. It tries to dig deeper in recreational study with the aspects of different angles based on the theories’ foundation. It is a good way of maintaining the directions and accuracy.The third part of this article combines the comparative analysis and literature analysis and introduces management and current situation of the development of global recreational fishery in detail. This part of analyze offers crucial references for further suggestions for the development of Shanghai recreational fishery. It constitutes the important main body of this study.The fourth part of this article specifically and comprehensively analyses the environment of developing Shanghai’s recreational fishery from six aspects based on PESTEL model. It covers the industry internal analysis and macro external factors analysis. And then it approaches those conclusions from six aspects to the SWOT analysis model and established the advantage factors, disadvantage factors, opportunity factors and threat factors with a strategy matrix, witch settles the direction for countermeasures of Shanghai recreational fishery.In the end, according to the overall analysis of recreational fishery in Shanghai and advanced global experience of recreational fishery. It derives six aspects of countermeasures and suggestions for recreational fishery in Shanghai. Each aspect contains practical implementation plan. The conclusion of this study can provide the references for the management and development planning works of recreational fishery in Shanghai.
