Research On PPP Mode Introduced In Financing Of Urban Infrastructure

In recent years,there are enormous fund shortfalls in the urban infrastructure construction of our country,national finance investment is too inadequate to afford greater pressure of urban infrastructure investment;on the other hand,private enterprise,whose strength is powerful,has the strong wishes to invest into the urban infrastructure construction.And as to the project that the government initiates,which is usually quasi-operational project,must be public-spirited and also be beneficial.Under such a background,how to shift social resources to put into public infrastructure construction,change the situation that the investment merely depends on the national finance,become a problem that urgently to be solved.This text introduces the basic theories of urban infrastructure construction and financing at first,thus establishes the foundation for the introduction of PPP mode;Then explaines the relevant theories on PPP mode,and the difference between other financing modes and PPP mode in detail,thus further proves the necessity of PPP mode introduced in the financing of urban infrastructure and its thinking of operation and key to success of PPP mode.The franchising value of PPP project and rational distribution of risk are two essential factors concerning the project success or failure.This text does key research to these two problems in chapter four, chapter five separately. Chapter four has proposed two kinds of investment ways of PPP mode which are suitable to national conditions of our country at first, on this basis,sets up the franchising value theory model,then combines the model to carry on the feasibility analysis of PPP mode. Based on the distribution principle of the risk, Chapter five researches how to utilize Linear Programming and Analytic Hierarchy Process to distribute the risk of PPP project rationally.Finally, on the basis of studying in the front, propose some countermeasures and suggestions on the introduction of PPP mode in financing of urban infrastructure,in order to promote sound development in our country of PPP mode.
