The Risk Of City Infrastructure Construction Under PPP Model

Since the reform and opening up,the pace of city in our country gradually accelerated,leading to the original city infrastructure can not meet the needs of city residents and city development,and even hinder and limit the further development of the city.Government departments in the construction of urban infrastructure projects show a high resource consumption,high investment,low efficiency problems,has become a common problem faced by governments around the world.PPP financing model pioneered by the British government to its application in the construction of urban infrastructure,followed by countries in the world have cited.It is superior to the government as the main body of the urban infrastructure projects in the financing channels and project management experience.China's urban infrastructure PPP financing projects have a solid theoretical foundation and a good political environment and have a certain basis for the operation.Although,at present,China's infrastructure projects using PPP mode has been more common,but there are many problems to be solved.Since its application,the parties involved in particular attention to the risk of the project,the project can achieve success and risk management are inseparable.How in the PPP project construction,effective recognition,analysis and evaluation of risk factors,China's city infrastructure project risk management up to a new level,it is very important for the future development of China's city infrastructure construction and national economy.This paper discusses the PPP financing mode of urban infrastructure projects,the project participants will be faced with various risks,as well as the identification of risk factors,classification.On the basis of these,the risk evaluation model is established by using a variety of advanced scientific mathematical statistics analysis methods.At the same time,further summarized the risk control principle and procedure,and face the risk according to the difference of the two departments of public and private,discusses two departments for their risk how to take measures to avoid risk.
