With the deepening of economic reform, China’s urbanization process graduallyaccelerating causes the demand for urban infrastructure construction increasingly urgent. Thepractice which urban infrastructure construction was arranged by the government in the past isdifficult to sustain now and the market-oriented reform of urban infrastructure has to expandbecause of capacity constraints of the local economy and government finances. And thisphenomenon is not just unique to China. Even such developed capitalist countries in Europe inthe United States, the government often cannot provide urban infrastructure proposals because offinancial difficulties. PPP as a project finance model has played an increasing role in addressingurban infrastructure. PPP (public-private partnership), public-private partnerships around theworld are more and more widely playing an important role,especially developing countriesmore widely.Shenzhen Metro Line4, from QingYuant to Futian Pss, closely co-ordinate the Shenzhenpublic transport system with the subway system. The formation of a comprehensivetransportation network played an integral role in the Shenzhen Urban Transportation. Despite theimportant city of Shenzhen as China’s reform and opening up,fiscal revenue is also among thebest in the country, but building a huge infrastructure in Shenzhen also feel difficult. ShenzhenMetro Line4using BOT model for project investment and financing construction. ShenzhenMetro Line4, for example, these paper analyses of the necessity and feasibility of the Shenzhenadopt the PPP model building, and in-depth study of why the PPP model is effective in urbaninfrastructure.
