Being an important makeup of currency market, the note market, withits considerable fluidity and stable profitability, has become one of mostfocusing business item in every commercial bank of our country.In this paper, the author integrates his own work, characteristics ofChinese note market and the investigation to the actual situation of thenote market's growth of the province. With the context of the importantceof developing the note business to branch bank in the province, authormakes analysis about the current situation, existing issues of note marketdevelopment in the branch bank in which he works. Simultaneously, theauthor makes anatomy and study deeply into the characteristics of notemarket development and the intending trend. Finally he finds out someexisting issues in the work of developing note market and frommanagement perspective of commercial bank xx province branch bank'smanagement function, he pertinently brings forward some pieces of adviceand strategies for organization architecture, marketing, innovation andventurecontrolingarea.From the year 2001 to 2004, the note business of the province sub-branch of Commercial bank, either the business amount and the profit ofmanagement or synthetical strength of competition is in a climbingdirection, from vertical perspective. Whereas from the horizontalperspective, such development of such sub-branch of xx province isinsignificant compared with other banks of the whole country, and muchslower than the average pace, especially in an ege when the note businessis fast developing in xx province and the whole country. Though there aresome limitations in external note market, such as note market is short oflocalization and has not formed a united and perfect market;policy conduction of note market is not powerful; the banking accept P. O. isdominant and the development of comercial accept P. O. lags; themanagement model of note business lags; the credit of enterprise is veryweak and credit level of bank is low; launching the financing note isfacing the law limitation, in addition there exists drastic competition inevery tache of note market and much competed factor due to the creationof financing product, makes the note business of xx province's sub-branchfacing a lot of pressure. Looking into xx province's sub-branch itself, thereare many negative issues: the engaging staffs' inadequate awareness to thenote market; there exists issues in its own management pattern; thedisaccord of admin and not united rules of operation make thedevelopment of note market lagged; being lacked of marketing integration,the monolithic advantage does not exerts enough; issues in awareness ofventure to note business; the blankness in category of note operation; thequality and skill can not catch up with the developing of note business'srequirement and the examing, prompting mechanism's not reaching theexpected position, in facing these internal and external issues, aftermaking an analysis to 2005's macro policy of our country and theincoming trend of development of note market those are the interest ratepossibly changes frequently, long-term interest rate maybe trendsascending direction, financing monitoring will make the note businessmore rational and the market opportunity becomes more, all these thingsmakes author more unambiguous to the situation that note business of xxsub-branch is facing. Aiming at the actual situation of sub-branch of xxprovince, this paper picks up advice from 5 aspects. First of all, itadvances the management rules by making the note business marketing inwhole bank as the basis, making the centralizing process as the kernel, theprofit return as the prompting mechanism. Second, from the workingstrategy, to implement the flat management in admin level, to transfer the4-level admin to 3-level admin, and improve the sensitivity to the notebusiness more; in operation of note market business, tuning the intrinsicopen operation to the sealed operation in the range of xx province toimprove the marketable operation degree in the whole bank. Third, in themarketing, through controling measures for xx province note center. At the last, to fortify the prompting mechanism to fully inspire the staffs'working enthusiasm, then to effectively promte the note business and otherbusiness developi integrated vendition, relationship vendition and point-to-point vendition for the significant customer to implement thevenditionfor credit products of comercial bank; and in the products' innovation,taking care of a full ranged service in every tache. The Fourth aspect,about the venture controling to note business, to make a good job inorganization, system, operation flow and standard, on another hand, itadvances ventureng together.
