A Study On The Management System And Operation Mechanism Of The Comprehensive Research Institution

The comprehensive institution oriented to fundamental research is one of the greatest institutions in the system of national science and technology research institutions. It's the scientific and technical source and essential impetus for the national economical growth, as well as a powerful organization form for our country to participate the international competition. The present research analyzes the management system and the operation mechanism of foreign comprehensive research institutions, in order to provide basis for our government to make policies and strategies on the same kind of research institutions.The paper adopted a combined method of theoretical analysis and case analysis, quantity and quality analysis to make a contrast among three worldwide well known comprehensive research institutions. Furthermore, this paper put forward a management model and operation mechanism of our national laboratories, a type of comprehensive research institutions. Also, the paper studies the construction of Chinese National Naval Architecture, Ocean Laboratory.Three famous research institutions such as Brookhaven National Laboratory in USA, Helmhohz Gemeinschaft Deutscher Forschungszentren in Germany and the Institute of Physical and Chemical Research in Japan are deeply investigated, dealing with the aspects of the national S&T system, the external and internal management system and operation mechanism of the institutions. Some conclusions based on the comparison analysis are made. Furthermore, some useful suggestions on developing our national comprehensive research institution are brought up. Based on the case study, a management framework for our national laboratories isconstituted, including the constituting principles, management structures, human resources management and so on. Finally, research results have been applied to the coming establishment of the national naval architecture and ocean laboratory.
