As a new type of scientific research institutions, National Laboratory takes up an important position in China's science and technology system in many aspects. Because Wuhan National Laboratory Optoelectronics is one of the first batch of pilot projects to build national libratory, So it's especially important and difficulty to built management system which is suitable for organizational characteristics and development goals of the laboratory.Taking Wuhan National Laboratory Optoelectronics as a study case, First of all, this paper will probe into the change of Wuhan National Laboratory Optoelectronics and the reason for change, the result as well as its strengths and weakness since the establishment of this laboratory. Secondly, this paper aims at analyzing the organizational features of Wuhan National Laboratory Optoelectronics through using the related theory of histology. Finally, this paper will put forward some advice for improving the national laboratory.Histological theory adopted in this paper is mainly the research viewpoint which is about the design classification of the organizational structure variables and the scene variables, and the relationship between two types of variables research given by Daft and others. The result that this paper analysis Wuhan National Laboratory for Optoelectronics by using the theory showed that the national laboratories are large scale, non-conventional technologies, large degree of Target change, The complex environment, and it has the organizational characteristics of a high degree of management complexity, a low degree of management standardization, a weak of centralized management and so on. adapting to the characteristics of this organization, the paper shows flat organizational structure is suitable for the ideal form of organization of Wuhan National Laboratory for Optoelectronics (raise). To this end, the most important point of improving the management system of the national laboratories is to further clarify the reform's direction of the flat organizational structure. At the same time, it must improve the corresponding measures: (1) updating the statute laboratory, improving the organizational decision-making structures. (2) transforming management concept, if necessary, using the power of management experts. (3) strengthening the standardization the construction of system, taking full advantage of modern networks communication technology. (4) strengthening the self-management of academic team. (5) focusing on staff training organizations to improve the quality of the staff.
