Along with the prompt development on engineering construction market, the third party construction quality testing mode has improved continually. Due to immature development, most of the quality testing institutions with simplex business type, low efficient, high management cost. Nowadays engineering testing market is full with drastic competition, under the circumstances, as the core department engineering testing laboratory must enhance management level to meet market demands to improve the enterprise’s socioeconomic performance. First, as a part of the quality assurance, the test result must be scientific and accurate; Second, quality testing organization offers technical service and technical support to other quality testing institutions.The old laboratory management mode does not meet current construction market’s demand. Focusing on the fact that currently many testing institutions are partial to the volume of business, while lack of internal management, this article through researches on ISO9000 series of standard and analysis on country,Ministry of Hosing and Urban-Rural Development’s requirements, describe how to establish a management system for a third party engineering testing laboratory, especially on quality, business, resource, technical and security manage these five systems.At the end of this article, author analyzes the application effect, Comparing the differences between running laboratory management system before and after, the operation effect is outstanding; it made much progress on metrological certification, items those are not meet requirement, customer satisfaction, work license examination result, testing ability and so on.
