Research On Evaluation Index System Of Intellectual Property Management In National Laboratory

In order to integrate national innovation resources,the state will launch the establishment of national laboratories in major innovation fields to lead the country's major scientific and technological tasks,build strategic national science and technology forces,and meet the requirements of major national goals.Under this background,the establishment of national laboratories will focus on meeting the country's major strategic needs,focusing on the development of major basic research and strategic high-tech research,and promoting the development of strategic emerging industries.The strategic positioning of the national laboratories and the increasingly complex management environment also put new demands on intellectual property management.Therefore,this article takes the key link of national laboratory intellectual property management as the starting point and promotes the realization of the strategic goal of the laboratory.Through combing the research status at home and abroad,the current research on the intellectual property management of national laboratories does not combine the complexity of the management environment and the particularity of intellectual property rights in the development of laboratory intellectual property rights.There is a certain lag in theoretical research.In view of this,first of all,this article analyzes the problems existing in the current national laboratory intellectual property management and puts forward the basic principles of national laboratory intellectual property management.Secondly,combining intellectual property management theory with technological innovation theory,through the study of the issue of intellectual property management in the process of technological innovation,the rationality of the relationship between the technological innovation process and the national laboratory intellectual property management is explained.On this basis,it covers the entire chain of intellectual property management from four aspects of the creation,use,protection and organization of intellectual property,and builds an evaluation index system for intellectual property management in national laboratories,forming the core results of this research.Thirdly,in order to verify the rationality of the index system,this article also conducts case studies on the intellectual property management of the National Laboratory of Quantum Information Science,uses the analytic hierarchy process to compare and analyze the weights of various indicators,and defines the key factors in the laboratory management process.The management of intellectual property is well-targeted.Finally,the suggestions for the management of intellectual property rights in the National Laboratory of Quantum Information Science were proposed.
