This standpoint can help us to enlarge our angle of view forsolving problems.In the first part, the author introduces the situation of peasant workers'employment and injury insurance problems and the corresponding responsibilitywhich government should take on. As a result of the government responsibilitydefault, the problems of peasant workers' employment and injury insuranceappears and brings a series of political harm. The author proposes questions inthis part, which has laid foundation for the article argumentation.The second part focuses on the historical reasons of those problems. Systemlimitation and government responsibility limitation are the main reasons that canexplain the phenomena.The third part has proven how to rescue the problems from three aspects:the system arrangement, labor and capital interest balance mechanism andgovernment responsibility obligation-imposed institution construction. In thesethree aspects, the system arrangement is the basis for realizing government responsibility, labor and capital interest balance mechanism is one mostimportant way to achieve it and the supervision safeguard to carry outgovernment responsibility is to establish obligation-imposed institution forgovernment responsibility.The new idea in this article is that the author discussed the peasant workers'employment injury insurance problems in the government responsibility angle.By combining knowledge of politics, administration theory, employment injuryinsurance knowledge and economics, the author points out that it is thegovernment that should take on the chief responsibility in implementingemployment injury security for peasant workers. Only the government fulfills itsown responsibility in the peasant workers' employment and injury insurancesystem and establishes its supervision and realization mechanism to perfectits'duty, can be able to realize the peasant workers' real employment and injurysecurity.
