Research On The Impact Of Waste Paper Import On Waste Recycling Of China

Released in July 27,2017,the general office of the State Council on the "Prohibition of foreign garbage immigration reform of imported solid waste management system implementation plan",in order to promote the development of China's circular economy in an all-round way,the management system of solid waste import must be perfected and various measures should be used to reduce the import of solid waste in China.To achieve this goal,it is necessary to adjust the Import Management Catalogue in batches,and to prohibit the detailed timetable for solid waste import as soon as possible.Because the import of waste paper can alleviate the problem of resource shortage in our country,and because the construction of domestic waste paper recycling system is not perfect,it can not meet the demand of paper enterprises in our country.Therefore,China has gradually become a big importer of waste paper,and it forms a very strong dependence on the import of waste paper.The import of waste paper and the domestic waste paper recovery industry have the related substitution effect.Therefore,the prohibition of waste paper import can promote the development of the waste paper recovery industry in China to a certain extent.Based on the analysis of the basic situation of the waste paper market in China,the theoretical and empirical analysis of the import of waste paper will certainly have a certain impact on the domestic waste paper recovery industry.The conclusions of this paper are as follows:(1)From the theoretical analysis point of view,based on the theoretical analysis of regenerated resources trade,the cause of the waste paper trade in China is obtained,the cost of waste paper treatment at home and abroad is the main reason for the waste paper trade.Based on the analysis of local equilibrium theory,the relationship between the import of waste paper and the domestic waste paper recycling market is mutually substitutes.When the environmental cost is not considered,the waste paper imported from abroad has a comparative advantage,so a large number of imported waste paper has a impact on the domestic waste paper recovery market.(2)From the perspective of empirical analysis,In order to further study the relationship between the two,this paper analyzes the VAR model empirical analysis of the impact of domestic imports of waste paper recycling industry based on the empirical results show that China's dependence on foreign imports and domestic waste paper recycling is negatively related,and in the case of P=0.000,the relationship between the two is significant,specifically,the import of waste paper(wodp)increased 1%,reduce the amount of waste paper recovery by 5.986042 percentage points.And the related policy of waste paper recovery industry is also an important factor affecting the recycling of waste paper.(3)From the perspective of theanalysis of policy results,waste paper as a resource,imported waste paper can indeed alleviate the contradiction between supply and demand of resources in China.However,because of the lack of supervision of the import of waste paper,the phenomenon of the import of waste paper is serious.A large number of foreign waste entry has caused great environmental risk to our country.This study suggests that the reason for the import of waste paper impact on the domestic waste paper recycling industry is the policy system,on the one hand is the import of waste paper regulation is not in place,resulting in waste paper imports of foreign garbage caused severe entrainment and serious environmental problems of our country;on the other hand is a waste paper recycling policy is not perfect,the recycling industry is stagnant.Therefore,this paper argues that the strict management situation in the import of waste tends to a challenge to the waste paper recycling industry in China is not only the opportunity,how to grasp the development of recycling industry with the characteristics of the new era has become the focus of attention,this paper put forward the following suggestions:First,Strengthening the supervision of the import of waste paper;Second,Based on the EPR system of "Internet plus" waste paper recycling system;Third,Strengthen enterprise integration and improve the level of industrialization.
