Disabled persons are members of our society, their undertaking, the undertaking of disabled persons, is an integrated part of China's socialist undertakings. The 60 million of disabled persons, under the context of building a Harmonious Society, while contributing to its development and creation, are also enjoying the resources and services provided by this society. Thus, the 60 million of disabled persons should progress together with the whole nation to reach the goal of building a Socialist Harmonious Society. Nevertheless, this is a huge disadvantaged community, and 48 million of rural disabled persons are within the lowest living level of our society. Therefore, the study on how to provide assistance for poor rural disabled people has significant importance in the progress of construction of this Socialist Harmonious Society.This is text has, by presenting the peculiarities of disabled persons and concepts of this community, expounded the thinking and meaning of this study. On the basis of pertinent analysis fulfilled on the living situation of rural disabled persons at Longkou City in 2005, along with the presentation of experiences and methods applied by Longkou Municipality to provide assistance for disabled persons, the author has summarized the existing main problems and carried out pertinent analyses. Moreover, the author has also indicated the peculiarities of welfare in identical fields of foreign countries by referencing the policies thereof. Following the presentation on achievements and issues of China's aid-the-poor program for disabled persons, the author suggests that the trend of evolution of these policies is: aid-the-poor– shake-off-poverty– progressive maturity (systemization of policies). A pre-census of assistance-recipients at different age level was executed thereafter by using the method of second-time parabola fitting and index smooth method of time order, as well as a quantitative and qualitative analysis on the development and use of human resources (rural disabled persons) at Longkou city. In addition, the author has worked out a planning design in accordance with the three-level model, including: primary level, development and progressive maturity. Finally, in accordance with the rural disabled persons'three-level needs, which are composed of living, development andprogressive maturity; also from the angle of view of unity of history and logic, the author has proposed three measures for the aid-the-program for rural disabled persons at Longkou City after having analyzed systematically the actual issues, these measures are: 1, improve the implementation of aid-the-poor policies according to the needs of rural disabled persons'living; 2, accelerate the course of shake-off-poverty according to the needs of rural disabled persons'development; 3, improve the system of policies according to the fundamental needs of rural disabled persons.
