Study On The Countermeasures Of Precise Poverty Alleviation In Ye County Of Henan Province

In today's world,material civilization and spiritual civilization are relatively abundant,but poverty is still one of the most acute social problems in the world,and it has aroused widespread concern from all walks of life.As the world's leading population,China's breadth and depth of poverty have certain seriousness.As of the end of 2016,there are still 43.35 million poor people under the current standards in China,which involves the provinces of the country and the task of poverty alleviation is still arduous.Although the task is arduous,it never shirks.The 19 th National Congress of the Communist Party of China held on October 18,2017 clearly pointed out that we must resolutely win the fight against poverty,mobilize the entire party and the whole country,adhere to the principle of poverty alleviation and precision poverty alleviation,and let the poor and poverty-stricken areas join other regions of the country.Enter a comprehensive well-off society.Since General Secretary Xi Jinping proposed “precise poverty alleviation” in November 2013,the wave of precision poverty alleviation has been set up across the country,and China ' s poverty alleviation work has also achieved world-famous results.However,it is undeniable that there are many real dilemmas and problems in implementing the party and government's precise poverty alleviation policies.These dilemmas affect the realization of the expected effect of precision poverty alleviation,and to a certain extent hinder the construction of a comprehensive well-off society in China.Therefore,how to take measures to further promote the development of precision poverty alleviation has aroused widespread thinking from all walks of life.This paper takes the rural poverty alleviation countermeasures as the research object,selects the county-level poverty-stricken counties in the central region as the research case,and uses the literature research method and the field research method to analyze the poverty situation in Ye County and the predicament encountered in the precision poverty alleviation and its Causes,countermeasures,etc.,in order to make some contribution to the current poverty alleviation.The first chapter of the thesis mainly introduces the research background and significance of the article,and combs the relevant foreign literature from the aspects of poverty and poverty alleviation,and combs the existing domestic from the four aspects of connotation research,problem research,countermeasure research and case study.The literature then explains the ideas,content,methods,and possible innovations of this paper.The second chapter of the thesis summarizes the relevant theories of precision poverty alleviation,such as human capital theory,participatory poverty alleviation theory,refined governance poverty alleviation theory,inclusive growth poverty alleviation theory and multi-agent coordinated poverty alleviation theory.At the same time,it defines the basic concepts of poverty,poverty alleviation and precision poverty alleviation,which provides a theoretical basis for the case analysis.The third chapter analyzes the current situation of poverty alleviation in Ye County,briefly introduces the basic situation of Ye County,summarizes the main practices and achievements of Ye County in rural poverty alleviation work in recent years,and how to accurately identify the local area.Accurate assistance,precise management,and accurate assessment have been sorted out and elaborated.The fourth chapter of the thesis summarizes the poor predicaments of poor households in Yexian County's rural poverty alleviation,the poor accuracy of poverty alleviation,the unsustainable poverty alleviation and the lack of poverty alleviation resources,and the low cultural quality of the poor.The reasons were analyzed from the perspectives of imperfect standards and procedures,inadequate social security system,improper management of poverty alleviation funds,and inadequate supervision and evaluation mechanisms.The fifth chapter of the thesis puts forward some countermeasures and suggestions for the accurate poverty alleviation in Ye County.Pay attention to poverty alleviation,enhance the initiative of poverty alleviation,strengthen accurate identification,improve recognition accuracy,mobilize social forces,strengthen poverty alleviation teams,strengthen supervision and assessment,ensure policy implementation,improve fund management systems,improve capital efficiency,and increase infrastructure construction.Countermeasures such as expanding the scale of the collective industry are based on the actual situation of Ye County and have certain feasibility.The sixth chapter of the paper summarizes this paper and points out the inadequacies of the research.
