Nowadays, campaigns for the market share involving petroleum and resource allocation and oil field technology service have become increasingly sharp. Oil and gas, the strategic resource, is playing a vital role in keeping economic growth and social stability in most countries around the world. The international oil giants, taking advantage of their great economic and technological capacity, have been and are putting great efforts on building up their own core-technology. As a result, they occupy as much market shares in the international petro-industry. Daqing Petroleum Administrative Bureau (abbreviate DPAB), one of the main branches of China National Petroleum Company (CNPC), is a promising growing-up international petro-service company. To make it survive and develop in the inevitable competition with the international oil giants ( such as Schlumberger, Halliburton and etc.), DPAB should always keep improving its own core-competitiveness by technology renovating constantly and non-stop uprising the capability of products-updating.In this paper, we utilized the SWOT Qualitative and Quantitative Analysis Approach based on modern management theory to analyze the basic inner and outer science and technology environment of DPAB. By means of this, we drew a conclusion that a risk-awareness-progressing-and-wedging strategy is most likely suitable for the present situation of DPAB's technology development. Meanwhile, in this article we studied the science and technology development strategy project in three aspects: the strategic goal of DPAB science and technology development; the principle of strategy project making; the thoughts guiding the science and technology developing. Concerning the enhancement of technology renovation program, we suggest some optional technology renovation models. Under the Torfy's Law, we picked up and evaluated the core-technologies which trend to be the domination in the field within 5 to 10 years for DPAB. Then we classified them into 25"very important and longing-for-developing"technological series.Furthermore, we lined out the principles and a plan of the reforming of scientific research management system for DPAB within its group-performing business model. Thus it is guaranteed that everything runs in the track where the science and technology development strategy is ruling.In the construction of technology research and development system, it isnecessary we should make such performance: building up a 3-level research and development system in two steps; effectiveness-oriented streamlining the scientific research department structure; constructing of major projects labs; enhancing the function of the technology centre and gradually turning it into a science and technology entity. At the same time, concerning the operation mechanism of technology renovation, more works are still ahead: to streamline the technology management and project operation; to polish the technology investment management; to build up a more natural technician management mechanism; to cooperate and communicate with the outer counterparts more frequently.Finally, we studied the evaluating and inspecting system. Some practical ways were introduced and standards were initiated.Practicing the strategy in DPAB proves that it works well.
