Implementing the science and technology performance management system at the core ofperformance evaluation is an important requirement for the implementation of the nationalinnovation-driven strategy, how to stick to the principles of classified evaluation and to establish ascientific and reliable science and technology projects performance evaluation system are needed to besolved immediately. The risks, uncertainties and study of project implementation process of science andtechnology projects have determined the performance evaluation of science and technology projectsshould not only be concerned about the results, but also concerned about the implementation process.But the current “heavy result, light process” science and technology project evaluation mode has notbeen changed fundamentally, and relevant results of research process evaluation in-depth are few.Therefore, in accordance with the "process + result" performance concept, it is of important theoreticaland practical significance to build a national science and technology supporting projects’ projectperformance evaluation mode with a combination of "process evaluation" and "result evaluation" inagricultural field.On the basis of the previous relevant studies, the thesis has carried on the innovation in thefollowing three aspects:First, national science and technology supporting projects’ project performanceis analyzed from the perspective of the project research team,with the project process managementbeing divided into two parts: external process management and internal process management, and therelationship between the internal and external project process management is expounded;Second, basedon project output, the process evaluation index system of agricultural project is constructed, and thepower and the target of the process evaluation index system are enhanced;Third, in the agricultural field,a "process+results" comprehensive performance evaluation model is constructed, and itsmaneuverability is verified through empirical analysis.Based on a large-scale survey on staff who ever charged of or participated as a key member in theagricultural fields’ projects of National Science and Technology support program from agriculturalcolleges, research institutes and enterprises in 15 provinces and cities nationwide, the thesis has usedstructural equation modeling to analyze the factors and path affected by the process management toenhance the role of project outputs in-depth. It sets the indicators of process evaluation and theirweights on the basis of affecting factors and the path estimated coefficients, and constructs the resultsevaluation system of projects’ input and output efficiency based on the measure index of the project’soutput. According to the project performance evaluation model, the thesis has taken empirical analysison the project of the 11 th Five Year Plan biological seed industry of agriculture sector, reaching thefollowing conclusions: the project management process and innovation ability of the research team hasa positive effect on improving the output of the project; it has a high efficiency in the overall output ofthe projects of the 11 th Five Year Plan biological seed industry of agricultural field; the tendency ofresearch-oriented academy in agricultural programs is obvious and the transforming ability of projectresults in agricultural field to practical productive force need to be further improved.Finally, according to the findings of this study, from the government, research institutes andagricultural research team level, the thesis puts forward some suggestions on promoting the projectperformance in agricultural sector.
