A Study On The Performance Of China Customs Clearance Facilitation And Countermeasures To Improve It

The WTO "Trade Facilitation Agreement" which was of concern came into effect in February 2017.The agreement aims to enhance the transparency of customs regulations during WTO members,regulate import and export fees and customs clearance procedures,simplify import and export trade processes,reduce trade costs,boost global trade recovery and development.The main content of the agreement and the important foothold is the facilitation of customs clearance by members of the WTO.China is an important member of the WTO,and also a global trading power country.To study deeply of China Customs clearance performance,and explore the promotion measures for China to implement the "Trade Facilitation Agreement ",will effectively improve the efficiency of customs clearance,and create a favorable foreign trade environment.It will promote foreign trade Sustained and stable development with an important practical significance.The article is divided into seven chapters.According to the requirements of the Trade Facilitation Agreement and the situation of world trade,this paper deeply studied the situation of customs clearance in China,and elaborated the problems that hinder the customs clearance and puts forward suggestions and countermeasures.First of all,this paper introduced the general situation of China customs development,and learnt the nature of customs supervision and law enforcement functions,and described the customs clearance procedures in detail,as well as China customs "three mutual" construction,and regional customs clearance integration transferring to national customs clearance process.Secondly,this article chose Ningbo and Nanchang Customs as the typical research object,and evaluated it by constructing the index system of trade facilitation measures,and combined the feedback and results of two customs research,and analyzed the factors which are not good for customs clearance in China.Finally,this thesis summarized experience of advanced customs supervision in typical developed countries,and combined relevant influencing factors in China Customs,then puts forward the corresponding solution from the aspects of supervision system,customs pattern and "single window" construction.The paper analyzed the customs clearance procedures,and listed the customs clearance procedures in China and the provisions of the Trade Facilitation Agreement on customs clearance procedures,and discussed the obstacles according to the content of each step.At the same time,learning from excellent customs supervision methods and measures,trying to increase the common construction of the internet,and constantly promoting and building a convenient customs clearance,effective supervision of the customs clearance new model are good for customs clearance.Generally speaking,this paper thought that China's customs clearance performance is quite good,and gradually integrated into the global trade facilitation.The reform of government administrative functions,and the national customs clearance integrated effectively,and "paperless" customs clearance coverage is higher.However,the unbalance of regional development and multi-sectoral collaboration made the level of customs clearance different.On the base of trade facilitation,the text reviewed the development process of China's customs,and summed up the achievements that we have acquired,while analyzed the challenges that we faced.In addition,this paper evaluated the level of customs clearance of typical customs in China by means of the trade facilitation measure system,and extracted the typical customs characteristics,and analyzed its effective practices and enlightenment significance.So as to provide ideas and solutions for the promotion of customs clearance.
