According to Porter's theory of competitive advantage, advantage on core process of value chain determines an enterprise's overall advantage. For HR management, advantage on core process contributes mostly to the success of talents'attraction, retention and cultivation. In order to ensure competitive advantage on HR management, companies need to outsource non-core process of HR management.CNOOC enjoyed great success in the last 20 years. However, she meets the challenge of talent bottleneck in the process of fulfilling newly established objective. As a member of CNOOC who acts as HR function for over ten years, I recommend my solution to the bottleneck after the combination of my theory study and working experience: HR outsourcing. HR outsourcing makes it possible for CNOOC to focus on core process of HR management so as to overcome the difficulty of talent bottleneck.Following the introduction, the thesis begins its research work on CNOOC HR outsourcing step by step: HR outsourcing outline, current status of CNOOC HR management, HR outsourcing's commencement and implementation in CNOOC.The innovation point of the thesis is the integration of theory study and application. HR functions have been decomposed into many sub-functions to define its core process in the value chain. HR outsourcing model is established based on the integration of theory of value chain, competitive advantage, principal-agent and transaction cost: company needs to outsource non-core process of HR management and focus on core process. An important part of the thesis was given to the description of HR outsourcing in CNOOC in chap 4. In last part of the article, a package of recommendation is presented to speed up the process of HR outsourcing so as to completely resolve the talent bottleneck of CNOOC.
