Research On The Procurement Of Government Investment Construction Projects And Performance Evaluating

As an important part of the government procurement it is being gotten more attention, and the performance of the project invested by government represents the efficiency and reflects the level and the effectiveness of the public service offered by the government. It is essential to research on the relative theory, especially the evaluating approach to the performance. This paper indicates the relative theory of government procurement and compares the international successful experience. In this paper the whole theory system of government procurement performance evaluation is given, which is based on the comparison among the government performance management, the government performance evaluation and the procurement performance evaluation of construction project invested by government. It is the important work that the paper applies the core idea of balance card and gives the index system of evaluation.This dissertation consists of 6 chapters. In Chapter One, the background of the project, significance, major contents, research method, etc, are summarized. In Chapter Two, the theory of the Government Procurement is described. Chapter Three is introduced researches on the international traditions of government investment projects management. In Chapter Four, the theory of the procurement performance of the Government Procurement is discussed based on the foregoing statement. Chapter Five discusses how to establish an appropriate performance evaluation system of the Government Procurement in virtue of balance score card. In the last chapter, some problems that should be noticed in the process of evaluation are analyzed.
