The Research Of Performance Evaluation On The Government Investment Construction Project

This paper comprehensively use the advanced theory of modern management scienceand the related theory of public administration, with the qualitative and quantitativeanalysis and the method of combination of theoretical and positive study . The paper isaimed at the existing problems of our government investment to the construction project.After systematic research, it constructed the government investment performanceevaluation index of the construction project, and put forward some practical ways tofurther analyze the construction project performance improvement receive.First of all, through the government investment projects and acting system research,this article defines the characteristics of the government investment and the buildingproject, and points out the essence of government investment projects is to adapt andpromote the development of national economy or regional economy, to meet the needs ofsocial culture and life, and for the consideration of political and security factors. Thegovernment can take the following ways :the financial investment, state bonds or localfinancial bonds, and the use of foreign government grants or the loan of financialorganizations home and abroad which guarantied by national finance using "the agent"model of the construction of the fixed assets investment projects.Second, this paper analyzes the existing problems and causes of the currentgovernment investment in the construction project. At present, this kind of projectconstruction system did not get the positive recognition of laws, which leads the chaossituation during the process of implementing. And the construction market lacks ofrigorous access system. The construction enterprise qualification is uneven and personnelbusiness level is low. So , there is no guarantee that the construction project is of highperformance, even result to serious influence to the operation effect of some governmentproject.Thirdly , this paper consults the theory of public project performance evaluation. Forthe specific content of the construction project with government investment, it uses theanalytic hierarchy process and fuzzy comprehensive evaluation method to construct the performance evaluation model, and analyzes its applicability and the limitation ofperformance evaluation. Then, it takes Qin huangdao Olympic sports center program as anexample to analyze the performance evaluation of the construction of governmentinvestment projects.Finally, according to the final evaluation result analysis, and from the three aspectswhich are construction project decision-making, construction process, and operation effectto put forward suggestions. to improve our government investment project performance.
