Research On The Performance Evaluation Of The Agent Construction Organization Under The Mode Of Agent-construction Management For Government Investment Projects

With the continuous development of China's social economy,the new urbanization process is accelerating,in the past,the government investment project management model is also gradually moving towards specialization and marketization.Agent construction system is a kind of management mode which can improve the management level of the government project and the investment benefit.It has been popularized and developed rapidly in China.Although the agent construction system has been nearly twenty years of implementation in our country,its relevant supporting mechanisms are still not perfect,and then a series of problems such as modern building the effect not beautiful.So as soon as possible to improve the agent system and its supporting system.And the performance evaluation system of the government investment project is one of the most important supporting systems of the agent construction system.At present,the national level has not issued relevant laws and regulations to motivate and constrain the behavior of the agent on behalf of the construction units,mostly in the implementation of the proposed or local implementation phase.Therefore,in order to strengthen the supervision and management of the government on behalf of the agent construction organizations,to enhance the business level and core competitiveness of the agent construction organizations.Priority to enterprises to establish a scientific and reasonable performance evaluation system.Based on the study of a large number of documents,this paper defines the meaning of the government investment project,agent construction system and agent-construction organization performance evaluation.Expound the related theory of agent constructon organizationand principal-agent theory and agent construction organization performance evaluation theroy and melthod.Summarize the development and implementation of the agent of Qingdao.Combined with the construction service content,from the construction unit management activities and results of using the combined method and literature analysis method and expert survey method to collect performance indicators,combined with the theory of balanced scorecard model,build the final construction organization performance evaluation index system.Based on the applicability analysis of the evaluation method,the advantages of various methods are fully absorbed,considering the characteristics of the performance evaluation of the agent construction organization,employ the COWA operator,fuzzy matter-element analysis method to build the evaluation model.The combination of fuzzy comprehensive evaluation and matter-element analysis can effectively solve the problem of fuzzy incompatibility,and can express the level of evaluation,and get the information of feedback evaluation system.Using the COWA operator weights method of decision data reweighted aggregation,weaken the influence of the extreme data will deviate from the objective and subjective scores greatly weakened the possibility of the extreme value,can solve the construction organization performance with multiple uncertain and fuzzy uncertainty characteristics,the weight is more objective and reasonable.The performance evaluation model of agent based on fuzzy matter-element analysis based on COWA operator is constructed.Finally,Qingdao city with a construction project as an example,using the performance evaluation model established in this paper construction organization of the performance evaluation of empirical research,the evaluation results were analyzed to verify the feasibility of the model,and puts forward corresponding suggestions of application of evaluation,provide reference for the construction of the performance for the establishment of government investment project agent construction mode generation of evaluation system.
