Study On The SQEOHS Integrated Management System Of Shipping Company

After general implementation of the ISM code, ship safety management system has played a significant role in reducing safety assidents and increasing operation efficiency. More and more shipping companies have realized it's significance and intent to endow it with more functions. At present, confronting sever competition in the international shipping markets, shipping companies starve for improving their quality of ocean transportation service. At the same time, the magnitude environmental influence of ocean transportation and the occupational health and safety of seafarers are attentioned by the concerned social parties. Therefore, shipping companies call for the demand of the certifications of ISO9001:2000, ISO14001:2004, and OHSAS18001:1999 urgently based on the certification of the safety management system in order to improve their management performance, international reputation, and competitive advantages.Basis on comprehensive analysis of ISM code, ISO9001:2000, ISO14001:2004, and OHSAS18001:1999 standards, this paper discuss mainly on the methods and approaches of construction of the IMS of safety, quality, environment and occupational health for shipping companies, on the framework of ISO9001:2000.Moreover, due to the general adoption of qualitative evaluation mothods on the current evaluation system of shipping management system, the audit persons may produce different results from a same management system. So, the author introduces the Fuzzy judgement method. Through investigating and consulting the experts, this thesis constructs the evaluation index system and work out index weight data, which attempt to provide a more impartial and objective evaluation mechanism for the IMS.In short, the author hopes the discussion may play a directive role for shipping companies to construct and evaluate the SQEOHS integrated management system.
