It is realistically significant for an enterprise to evaluate its TI ability objectively, scientifically, efficiently and quantitatively. Only in this way can an enterprise scientifically realize its TI ability in its competition with its counterpart, employ appropriate innovation strategy, make full use of its advantages and achieve the best economic and social benefits. The present paper makes an analysis of the industrial enterprise's TI ability and tries to find a way to synthesize it. This paper aim is carrying on the analysis to the c TI ability of construction enterprise Jiangsu, and set up the TI ability to evaluate the index system on this base, the study evaluates the method.In the first part, the author carries on the analysis to the present condition of the building industry business of our country and province of Jiangsu comparison, It is necessary for technology innovation, and think that it is urgency to evaluation the TI ability of the construction enterprise. The author expounds the theories related to the TI, and analyzes the technology innovation type of construction enterprise, and introduces its concept and the composing elements, makes an analysis of the affecting factors which set a base for the drawing up of the evaluation index in the following part of the paper. The author puts forward some basic principles that set up to evaluate the index sign system at the same time.In the second part, the author draws up the evaluation index system and adopts the Analytic Hierarchy Process (APH) method as the method employed in the present paper. Again, the paper adoption investigates the form of the questionnaire to carry on the questionnaire to some large construction enterprises of the province of Jiangsu.
