The Study On JiXi City Mining Right General Management Application System

JiXi City of Heilongjiang Province is a main coal mining city, which has more than 1,000 mining rights. And 530 of the mining rights refer to coal mining. With the huge data mining rights management, traditional management methods have the features of time-consuming, laborious, inefficient, slow data-updating, real-time differential and inaccuracy, and it has been difficult to adapt to modern land resource management needs.At present, the high-performance computer network technology and GIS technology can not only realize routine business information, but also achieve a high degree of sharing information resources and realizing text, graphics and other information dissemination. It also can make the Land Bureau and relevant departments leading to the rapid, timely and accurate collection and treatment needs of the mining rights information, achieve efficient communication, and achieve the supervision and management of mining rights. This paper is based on the contents of JiXi City of Heilongjiang Province bureau of land and natural resources "integrated management application for mining rights system" project as an example, to test the system and the application of practical.(1)By surveying all round to JiXi City of Heilongjiang Province, the mineral resources distributing condition and the current situation of mining right management in Jixi City have been known. The General Management Application System of Mining Right to develope the mining right of JiXi City have been proposed by leading into the GIS, discussed the feasibility of carrying the GIS technology into mining rights management.(2)The General Management Application System of Mining Right has been developed by GIS technology, according to the reality which giving first place to coal mining right of JiXi City, based on the basis data being related to mining right leaded by the main thought to mining right data administration .(3)By the application research of the General Management Application System of Mining Right in Land Resources Management Departments of Jixi City and analysis to the cost-effectiveness and the advantage of the system management, the next steps of the research can be concluded.This paper is studying on the mining rights management in JiXi city. Research ideas focus on how to efficiently, comprehensively and intuitively manage these data. GIS technology for the realization of visual thinking tool, through the application of the system to change the management of land resources departments mineral rights data storage, management, use, raise the level of comprehensive utilization of information, improve efficiency and achieve the mining rights in the city comprehensive, modern regulation.This will set the future of mining rights and new a rational distribution of mineral resources to provide first-hand integration, accurate visual information, also for the entire Heilongjiang Province integration and mining rights to the distribution of mineral resources to provide new ideas, introducing a new management concept and advanced monitoring tools.The result of research in this paper has been put into practice to the promotion of certain significance in JiXi City bureau of land and natural resources.
