Since the up surge of the research for corporate safety culture, people have recognized that corporate safety culture has great influence to companies' failure or success. Many static definitions have settled for the notion simply focusing on the substantive content of safety culture, its structure and its effects on behavior. Much of these researches has been done vigorously on anthropology and placed emphases on how aspects of the safety culture are interpreted within the organization. Organization safety culture which evolution theory probes into the principle of organization development, focusing on its' evolution process and factors. The purpose of this article is to define the concept of corporate safety culture in terms of a dynamic model of the evolution process of corporate safety culture and its construction methods.This paper first review maintain theoretical model of the existing safety culture, as the theoretical basis of the study. Then, in connection with practice, study the safety culture of fifty-one different corporations practical situation, descripting eight different stages of the evolution of safety culture, that is unconscious safety culture, have changed consciousness safety culture, top-down management safety culture, reactive safety culture, preventive safety culture and continuous improvement safety culture. On the basis of a theoretical model of the evolution of organization safety culture, the paper is trying to provide the general rules of safety cultural evolution. After describing and analyzing safety culture dimensions in the process of evolution eight different stages of evolution of the safety culture in their respective features, discussed how these eight dimensions reflect the safety culture and the evolution of safety cultural eight dimensions in the process of organization safety culture evolution. Based the evolution model of organization safety culture research the constrction methods and strategies which focusing on constrction methods's suitability and practicality.This article considers the evolution of safety cultue is through natural evolution and mandatory evolution, as to these two complementary ways to promote an enterprise culture from one state to another state of evolution,and mandatory evolution in the dominant force on safety culture evolve. Organization safety culture can be constantly evolving through mandatory upgrade, maintain a safety culture consistency through the natural evolution. At different safety culture state organization evolves their mandatory construction methods and the focus is not exactly the same. Overall, the evolution of safety culture from a state to another state is the process of constucting organization safety culture. Throughout the process, organization under the country, the government, the supervision and environmental impact must being a "man-oriented" safety values, through the appropriate, targeted building strategy, publicity and education, regulation of business practices and constantly building organization safety culture.
