With the rapid development of science and technology as well as globalization, human resources are becoming increasingly crucial to enterprises in their competitions. Recruitment being one of the essential methods of acquiring human resources, what are vital to enterprises are competencies of recruiting staff, the development of which, however, deserves more intensive exploration and research. The dissertation will focus on competencies of recruiting staff and the development of those competencies. It includes 5 sections:Chapter 1 mainly deals with definitions of some fundamental concepts and the relevant researches. On the basis of analysis of necessity and importance of competency development of recruiting staff, the section defines concepts like "recruiting staff', "competencies" as well as "development". After the clarification of the concepts, the section reviews the latest literatures on competencies, competency structures and also competency developments.Chapter 2 introduces some theories, including scientific talents theory, human capital theory and psychometric theory. Those theories are helpful in identifying the aims and directions of competency developments.Chapter 3 is an effort of the writer to construct a competency model of recruiting staff. Starting with analysis of social roles and jobs of recruiting professionals as "door keepers" and "talent hunters", the section endeavors to construct a competency model of recruiting staff based on an analytic framework constituted by moral, professional skills, abilities and knowledge.Chapter 4 aims to analyze the realities of competencies and competency development of recruiting staff. After analysis of surveys in some enterprises, the chapter attempts to explain what is happening in the real process of competency developments, such as casualty in recruiting staff placement, lagging of morals, shortage of professional skills and knowledge and so on. The explanation is among the tools for further suggestions for competency developments.Chapter 5 displays some strategies for competency developments. On the basis of prior discussion on competency models and challenges in the developments, the chapter argues about some strategies in the developments, like building a professional certificate system, reconstructing the training system for recruiting staff, and so on.
