Competency concept put forward in the 1970 s,scholars from a different point of view,on the competency model for a lot of Theory and Practice.But the general competency model has no longer adapt to the various functional modules of professional competency development requirements.Recruitment Management Quality of talent attraction and personnel selection has a direct impact,as opposed to traditional recruitment methods,the application of competence model in human resources recruitment has many advantages,is an effective tool for human resource management.AVCON Information Technology Co.,Ltd is a software development company based high-tech enterprises,in the face of increasingly fierce talent competition,the company research and development personnel by the difficulty of talent shortage,talent expansion to keep pace with the expansion of business scale,R&D staff recruitment management exist recruitment idea relatively backward,not enough advanced recruitment method,lack of strategic R&D staff recruitment and R&D personnel recruitment replacement cost is high.The traditional concept of human resources recruitment and method has been difficult to meet the requirements of enterprise development strategy,to explore new recruitment concept,method and pattern become the focus of the company's human resources management.The paper USES the literature analysis,statistical analysis,behavior case interview combined with the methods of questionnaire investigation and study,first elaborated the human resources recruitment management related concept,based on competency related basic theory,to discuss the core idea and the content of competency model theory and related theory,the application of competency model in recruitment management research is summarized.Then through AVCON Co.,Ltd company human resources present situation and the analysis of current situation of research and development personnel recruitment management,analyze AVCON Co.,Ltd R&D staff recruitment management problems and the causes.Then AVCON Co.,Ltd,company research and development personnel competency model building and recruitment management scheme design in-depth study,on the basis of behavior case interview combined with questionnaire survey,researchers put forward competency characteristic analysis and model building,discussed based on the competency model of AVCON Co.,Ltd,company research and development personnel recruitment main content management solutions.Finally put forward AVCON Co.,Ltd r&d staff recruitment management plan implementation safeguard measures:perfect recruitment management supporting system;Promoting the construction of enterprise culture based on competency recruitment model;The company top attention and support;Improve human resource management personnel quality;The scheme of implementation and optimization.
